Saving without Locations with Multi-Location turned on

I have another weird, weird one.

We have a customer, using Multi-Location Inventory, that two weeks ago made an Inventory Adjustment for 4 items. 2 of those did not have a Location selected in their line. The adjustment saved.

How is this possible? I had her do it again today, and this time she had the proper pop-up come up and tell her she couldn't add the line without selecting a location. What could have caused her to be able to make adjustments with no line-level location?
