KPI's Accurate for Restricted Locations?

I have some roles that can only see their department.
BUT on the Dashboard under the KPI's for Receivables, New Customers & New Customer Orders it's showing other department's info.  BUT if you click on the $$ it doesn't show any thing, which is good, but the dashboard it misleading.
Is this a BUG or do I have something set wrong?
