Shipping State/Province on Sales Orders...

Anyone else experiencing this...

When entering a sales order with a different ship to address from the customer address we are unable to select any states from the drop down list.  The only thing in the drop down list is provinces.  We ship mostly to the US so this is making it so we can not enter any sales orders this morning.  Any help would be much appreciated.
