Special Order Mass Update Fail

I am trying to update about 1500 items to be Special Order Items.  I have created a saved mass update to perform this.  It will only work on a few items and fail on the rest.  I had originally thought this was because some items were missing a preferred vendor, but I corrected that.  I can manually update the items that fail but not through a mass update.  Any ideas would be appreciated.
