External Ids

Hi guys,

I need little help regarding External Ids. In SuiteScript documents its given,
"Internal and External IDs are NOT unique across different record types." but in my case i am having some troble with this. i am pusing my applications user (different type) in netsuite (different type employee, customer etc.). but if a employee is given an external id if then i try to create customer  with same external id value it given "This Entity already exists." error.
I am wondring what is wrong with this.

Please give me your suggestion, what i may be doing wrong.
