Drop ship inventory problem

We are having a problem with SO not allocating on the Inventory tab.  We have multiple locations, Drop, Main, and Offshore.  A sales rep. enters a drop ship order under the drop location.  The item shows 1 piece on B/O.  The drop ship PO is created.  The item shows no B/O items and no items on order.  The PO is received, the item shows 1 on hand and 1 available.  It should show 1 on hand and 1 committed.  What is going on.
