Showstopper - FedEx integration - can't ship Internationally

Defect 132340: Fedex Shipping Error 
Case Number 627967 

We cannot ship internationally because of this NetSuite Error.

NetSuite gives an error that says "Could not calculate cost for the selected Realtime rate. Either DestinationAddress/CountryCode or DestinationAddress/StateOrProvinceCode is invalid"

The same shipping addresses can be entered on a Fedex.com web page with no problems.

This seems to be a NetSuite problem - a showstopper issue, but it hasn't been fixed yet for us.   They say it has been upgraded to Urgent, but we are dead in the water here and have customers calling us to ask when we are going to ship their orders!
