Items/Orders NOT Showing on Open Sales Order report

I have a report called "Sales Orders Pending Approval" that I use to approve orders that are ready to be fulfilled and shipped.

However, we have missed shipping deadlines because these open sales orders pending approval do not always show up on the report.  We have narrowed it down to certain items that are purchased.  If an order only has certain items on it, it won't show up on the report.

I have compared two identical products, field by field.  If one of these products is on the order, the order will be listed on the Sales Orders Pending Approval report.  However, if the other identical item is purchased, that order does not show up on the report.
