Case# 639199: Other Charge Item Creation Does not trigger server suitescript

Hey All,

When using System to System integration, the creation of a "Other Charge Item" does not trigger any of my server suitescripts.  Funny enough, when submitting it via the submit xml page in the UI there are no issues.  Here is the xml used to create the item.  Is there anyway to get this prioritized since it seems like it should be a quick fix!! 

If not is there an easy way to make "Other Charge" items not default to be marked to Fulfill/Receive.
