Images sometimes appear, sometimes not

CASE # 650060. I need help on this to sign up a client.

Images uploaded in Netsuite sometimes appear on HTML or email page, sometimes not. STRANGE?

Steps:
#1 -  1 image uploaded ->>> available without login

At Runtime
Test 1 Day 1, worked perfect, the image appeared. Hooray!
Test 2 Day 2, worked not, image not appearing... Ooops
