Base Price vs Online Price

Would anyone know if there is a way to force the default price to be the online price?

We use Base Price as the MSRP and the online price as the real selling price. On the site, the customer sees the msrp and the discount of the online.

The challenge is that when our reps enter orders, the default is Base Price.

Second, we have seen where we edit a web order and somehow the line item is changing from base price to online price. We are not show what our reps are doing to make this happen.
