Remind customer is on hold when start the order

When we enter a sales order, if the customer is on hold, NS will pop up a message as soon as I enter the customer name. So we don't have to waste time enter the order and can not save it.
I have one account manager, whose NS doesn't tell her until she entered everything and click "save". Of course she can not save which make her angry after waste more than 10 minutes on that order ( our orders are normally long). She has been complaining to me for a lot of times I can not give the solution.
What will cause this problem?
