Error in smbxml import - taxItemRef element

Error: The taxItemRef element contains a reference that is not unique

<taxItemRef>
    <name>EXPOS_BOULDER</name>
</taxItemRef>
</error>

I checked the set up of this tax code in NetSuite and it is unique.

Any ideas what else to check?
