Email working but CC not getting email

I've noticed that as of the 2008.2 upgrade that addresses in the CC are not getting emailed.

The 'To' address is successful, however anyone listed in the CC field do not get sent. FYI, these addresses are strings not IDs. Has there been any issues known about this or do I need to dig further?
