Logo is showing HUGE in emails and tiny on forms, why?

I am modifying the logo that gets printed on Sales Order forms and email order forms at Setup > Company > Company Information > Company Logo (Forms).  When I print a Sales Order the logo is tiny and when a copy of the Sales Order that get's emailed to our customers the logo is gigantic.  I can't seem to get them both the right size.  What am I doing wrong? 

I have tried modifying the Setup > Customizations > Transaction Form PDF Layouts. 

I have tried modifying the Setup > Company > Printing, Fax & Email Preferences > PDFs > Logo Scaling Factor.
