Phone # Not Required With PayPal

The issue we are having is that when someone chooses to pay with PayPal and clicks the "- or - checkout with PayPal" option on the cart page, they are not required to enter a phone number while entering their info at paypal.com. This is not a huge problem with US orders, but when shipping to Canada the phone number is required for the shipping documents. Is there any way to require the phone number if someone is selecting PayPal as their payment option?
