USPS Express Error: The phone number of the Source address is invalid

When trying to fulfill a USPS Express Mail package, we get the following error:

The phone number of the Source address is invalid. Please verify the phone number is correctly formatted and includes the area code.


The customer's phone number on the fulfillment is correct as is the phone number on our USPS account in Setup.

Any ideas?  This is an express package that needs to go out today.
