ODBC error 998

Can not connect to data source.

Can anyone help with this issue. 
Some info
1.Port 1706 is not Blocked
2. Problem only on 1 work station (Need a solution if it happens on others)
3. Deleted and installed the software (safe mode)
4. It's the only ODBC connection not working.
