BUG - I can't add Roles to my user

Hi,
I tried to add more roles to my employees and i can't.
There is a message window saying that adding access to my user exceeds the number of license purchase.
This will make sense if i am adding a new user but, this user has access already.
I tried to do the opposite, to remove a role from any user and i get the same message that i need to purchase more licenses.
I have used Netsuite for more than 2 years and i never had a problem adding roles to my users.
Not sure if there is a bug or what.
