Inactive Categories Displayed in Shopping Cart

We have categories set up in our site that are not yet active.  The "Display in Website" flag is NOT set and the categories don't display on "regular" pages in the site.  However, when you go into the shopping cart the "invisible" categories are visible in the menu.  Is this a NetSuite issue or a web programming issue?  Has anyone else seen similar behavior.
