Multi-select field behaviour changes by Role?

This is an odd one. I searched and could not find a similar thread.

I have a Custom Field of the type Multiple Select. The field pulls from a list of Custom Records (approx 130 records).

What is odd is that the field behaves differently by role. More specifically, it behaves one way for Administrator Role and one way for every other role. I’ve confirmed this across users and across multiple browsers (including clearing cache and temp files and cookies and such). It all comes down to a difference in role.

As an Administrator, I see the field like this, with the little “multi select” pop up button (highlighted here in blue):
