Button configuration/options - role dice? throw darts? what?

NetSuite, why is it that just about every record has a different set of "yellow button" options and different wording?

[LIST]
[*]Commission Schedule > "Save As New"
[*]Custom Record > Make Copy, Save & Copy, etc
[*]Transaction > Make Copy, Save & Copy (good! It's like custom records)
[*]Customer > Save As, NO Make Copy
[*]Commission Plan > can't make a copy, no "Save As"[/LIST]
I really wish NetSuite would clean this all up and give us a consistent interface to work with.  It's a simple thing to do, I don't understand why it's so chopped up and different.  Bad.
