Role doesn't see email tab in saved searches.

I'm mired in the quagmire that is the permissions page and I can't get out.  Someone throw me a stick or vine or something!

I can't for the life of me find the permission that allows a user to set up emails  for saved searches.  Perform Search is set to full.

PS:  NETSUITE ... please, oh please ... document the permissions!  We've been using NetSuite for 5 years now and I still have no idea what most of them do.  Is it really that tough to put together a pdf with a list of permissions and what they do?  Arghhhh!
