Message: Failed - You must apply the credits/deposits to at least one item

I am receiving this message when sending a payment from a web service (mgmt. system) into NetSuite.  I've looked thru all the support tools in an attempt to get more information on what this message is telling me, but have come up short. 

If anyone has received this message before or could shed more light on what it means, I would appriate any feedback.  Thanks for your time.
