File cabinet filling up?

My file cabinet has a folder called "Templates/Letter Templates" and in it is another folder called "Mail Merge Folder". This folder seem to contain a pdf of every cash sale and invoice and now amounts to over 200mb

I am sure this is not supposed to happen, how do I stop this and is it safe to delete them?
