Searches of custom records fail to upload for some users

We have some custom searches (of a custom record) that consistently fail to upload for some users. it always occurs for the same users, and impossible to track the source of the problem as no fault was found in our internal web connection or in the search set up.
Netsuite support failed to help on this matter. can anyone tell me if this is a known issue or how to resolve this?
