Hit and Miss with System Notes on Transactions

We have recently begun checking our audit trails for various processes.  One thing we noticed is that when an item is changed on a transaction line in an existing transaction, nothing is recorded to the system notes. 

Why is that?  System notes are created when other fields (like amount) are changed.
