Lead Conversion Button/feature not available to all

In setting up the new lead conversion feature in the new version of Netsuite, I have followed the steps in Help and the new convert button on the lead form is available to me as administrator but is not available to any other roles.

I haven't been able to find any info indicating that this feature is role specific nor any setting that would indicate that.

Has anyone else enabled this feature?  Any insight on what may or may not be happening in our account that would limit this feature to the admin role only?
