2 broken items

I can not submit a case ( it says invalid reference..), have to put it here.
We have two items broken in the database. Even on hand is 0, it still says committed 30 or 10.
The one committed 30, we have to adjust the O/H to 500 to get a 25 re-allocate. Screen shot is attached.
