Knowledge Base - "Publish to" (not showing tabs)

I am testing a "new to us" Netsuite area and I feel like I'm hitting a wall.  We are attempting to document our internal business processes and think the best feature to use is the Knowledge Base.

I am able to create cases, topics, solutions, and knowledge bases, but still can't figure out how to make them show internally under a tab that is already in existence that I also created.  For that matter NO tabs are showing in the "publish to" section of each topic.

1) How do I get these tabs to show up in the "publish to" field (is it a lack of settings on my role)???
