No submit order on web sale final step.

I have several customers tell me the same thing but because we cant duplicate it support has not been any help.   Have any of you had this problem.

The customer, always a new one, places an online order and gets all the way through the checkout process and says there is no submit button to place the order.  So far this has all been in IE.  The customer gets created as a lead and we even capture their credit card data but no record of any type suggesting they made an order.
