AVS Deny yet still auth's card

Is anyone else having issues with the fact that when we turn on AVS verify and the card denies, the card is still auth'd???

We are using cybersource.  What are other's doing to resolve this?  This results in customer's retrying multiple times and their cards auth'ing a dozen times making them very angry.

Thoughts on solutions would be most welcome.
