Change in Role Permissions Not Taking Effect in Web Services

We made a change to the role our Web Services app uses to add "FULL" to "Unbuild Assemblies", but the WS app is still getting this error:

Uploading of record failed. Permission Violation: You need the 'Transactions -> Unbuild Assemblies' permission to access this page. Please contact your account administrator



We have verified that the WS User/Role has the correct permissions by executing an Assembly Unbuild via the normal User Interface.

We have stopped and started the WS program several times.

But it continues to fail via WS, even 10 hours after the change was made.

What is causing this permissions error in WS, and how do we fix it???
