Can I make a field value change the formatting on the field?

Can I set fields (in form or in dashboard as saved search) so that if the value = x, if will format it a certain way?

I know I can set up highlighting on the saved search but that applies the formatting to the entire row not the specific field.

An example is if the project status = red, the background of that cell or the text becomes red.
