Restrictions on "Groups" not working

I am quite sure this was working before but now the restrictions setup on  a "Group" don't seem to work!

Basically, we have a static employee group, with "Private" checkbox ticked on.  However, users who are not included in this group are able to view and edit the member list!  Anyone else having this issue?
