Mandatory Fields no longer mandatory

Has anybody else noticed that fields that are marked as Mandatory can be left blank?  I'm not sure for how long this has been happening.  We've got numerous fields, on different Sales Order Forms that are marked as Mandatory, and that come up highlighted so they appear to be Mandatory, but they can be left blank.

Any ideas before I submit a case?
