UPS does not work when shipping to Puerto Rico country

When ever shipping to Puerto Rico we receive the following message.
Notice

The selected international form is not valid for the shipment origin and destination countries

Has anyone found a way to ship to Puerto Rico.  (or is that a country to avoid shipping to?).
