Error occured during checkout - Paypal

We are experiencing major failure with Paypal Express Checkout.

We have set up the account API access under account preferences, but everytime someone tries to use Paypal, it fails. 

The user experience is as follows:

They choose items and go to checkout.
They click pay with Paypal
They try to log in to paypal
On submit of payment, they are taken back to our webpage

the webpage says their shopping cart is empty, and all of our shipping methods are suddenly free.
the button below the information is Pay with Paypal.

Please help, we are losing orders.
