WSDL2Java Times Out

I am trying to access the wsdl file via Apache Axis from a command line to generate the class/java files and I keep getting an Exception indicating that the "WSDL2Java emitter timed out (this often means the WSDL at the specified URL is inaccessible)".

Any ideas of why the time out is occuring?
