Apostrophe not displaying correctly on form (IE only)

When passing a string with an apostrophe as a form parameter the apostrophe is being displayed as ' in IE 7 only.

If I URL encode the apostrophe with %27 it still displays as ' on the form.

This is only happening in IE 7. The apostrophe displays correctly in Chrome, Firefox and Safari.

I can't seem to find a solution in this forum, microsoft, or a google search.

Any suggestions?
