DEFECT: "cookies are blocked"

When I add an item to the cart, I receive the "cookies are blocked" message on the top of the shopping cart page.  I opened a case #186159 back in October and the issue was still occurring but not noticed as much.  Suddenly, it has been noticed on all test orders we are placing and customers are calling to notify us that their cookies ARE enabled and they still receive this message. 

NetSuite, please look into this ASAP as this is deterring my customers for making a purchase.  This should be an S1 Defect.  This case needs to be reopened and reviewed.
