Changing the cost of Shipping Item?

The costs of sending items has risen because of the oil price, so I have gone to Lists/Accounting/Shipping Items and modified the costs of shipping from £7.00 to £7.25 the problem is that whenever I book out a NEW order it is still charging £7.00.

Has anyone else sen this, is it not possible to change shipping costs? I don't want to mark it inactive and bring in a new shipping item because many customers are set with this shipping item as their preferred shipping method.
