Website Does Not Allow for Customers To Register/Place Orders

Our website no longer allows customers to register and place an order because the following error message gets returned:

An error occurred during registration: Permission Violation: You need the 'Lists -> Customers' permission to access this page. Please contact your account administrator.

This is not a permission we can set because the customer center role is locked down.  Help!!
