PostSourcing event fires before PageInit -- bug or by design?

I noticed that when the mode of a client form is 'copy' for a transaction (quote or sales order) that the Post Sourcing event gets fired prior to the Page Init event for my scripts. Note: there are no inlinehtml or other trickery going on to bypass the normal event handling on the form...

So before I open a case, is this by design or a bug?
