Publish Dashboard Appears all messed up
I have an administrator role for a special center we created. I am publishing dashboards to the specific roles in this center and seeing some crazy behavior that was not there prior to 2011.1
1. I set up in the admin home/dashboard a single shortcut in the shortcuts portlet. When I publish this to a specific role is ADDs it to the existing shortcuts on that role even though I have locked shortcuts AND checked to override user's settings. What am I missing here?

2. I have a custom portlet created with the portlet script. I add this in a custom portlet on the admin dashboard and publish it to the specific role. When I go to role's dashboard, I see the portlet window with another portlet window inside it:
