Receiving Multi Location Inventory

We just switched to multi-location inventory tracking.  We successfully distributed our existing inventory.  However, when attempting to receive a purchase order we are getting the following error:

Multi-location Inventory Error (MLI_LOCATION_REQUIRED): this transaction or its items must have locations.

We went back to the PO and added a location.  The item record also has a location listed.

Any ideas?  I'm at a loss.
