Free shipping Promo Code - new problem - still charges customer

Question for anyone else who may have seen this.

We have a free shipping promo code on orders above X dollars.

In the past we have been able to make this work.

Over the past 48 hours we are seeing the following behavior:

1. Customer builds cart > X dollars
2. Applies promocode
3. Result - Customer sees free shipping
4. Customer completes checkout
5. Result order is charged shipping - PromoCode is retained on sales order

Anybody else been down this rabbit hole?
