Edit | More Actions not working this morning

In Edit mode get a continuous browser waiting cursor (IE9) in the document body.  Cannot access the drop down for More Actions -- which prevents me from being able to delete a record.

This happened a couple of weeks ago as well, but was fixed without any intervention on my part.

With Chrome, it does not wait, but does not work either.

Anyone else having issues with this?
