Initial download from the Download Center not working

We've had multiple reports of new users who are unable to download from the customer download center initially. The file acts as though loading but never will and eventually times out. This is only true of the user's first attempt to download. Subsequent attempts are successful.

Anyone else had this problem, and if so were you able to solve it and how!?
