Label Error - FedEx International Shipping

After the upgrade, NetSuite has stopped generating the second (pouch copy) label for FedEx international shipments.  Everything else seems to be working normally (CI generated, package copy of the label generated).

Previously we'd get a single EPL for each fulfillment, and if the shipment was international, the EPL would print two labels.

Does anyone have a similar issue?  I've looked through the release notes and I'm not seeing a way to get the second label.  Any help would be appreciated.
